Ty Elwy, Refurbishment.

The Brief.

Appointed by the Welsh Ambulance Services to deliver an essential refurbishment scheme at Ty Elwy, St Asaph. The project focused on the modernisation and reconfiguration of the West elevation and selected areas of the East building, transforming the space into a functional and modern working environment tailored to the specific needs of emergency services.

The refurbished facility now serves multiple key functions including:

• A dedicated ambulance call centre
• Managerial offices
• Training rooms to support ongoing staff development
• New kitchen facilities
• A secure server room to support IT and communications infrastructure

Scope of Works

The comprehensive refurbishment included:

• Construction of new partition walls for space reconfiguration
• Installation of wall linings and application of new wall finishes
• Laying of new floor finishes throughout designated areas
• Installation of new ceilings and ceiling void fire barriers
• Replacement and fitting of new door sets
• Removal of existing office furniture, fixtures, and equipment (FFE)
• Installation and upgrade of mechanical, electrical, and plumbing (MEP) equipment
• Installation of a Solar PV system to support sustainability objectives
• Remedial works to the building’s glazed atrium

Technical Challenges & Solutions

Throughout the project, we overcame several site-specific and operational challenges:

Live Environment: Refurbishment work was conducted in a fully operational building. Clear communication and scheduling were essential to minimise disruption.

Out-of-Hours Working: Certain works were performed outside standard hours to ensure safety and reduce impact on critical ambulance operations.

Noise and Dust Control: Robust measures were implemented to contain dust and manage noise during demolition and fit-out stages, ensuring the comfort and safety of on-site personnel.

Outcome

The project was successfully delivered on time and within budget, meeting all quality and compliance requirements. The end result is a high-performing, sustainable, and modern workplace that enhances operational efficiency for the Welsh Ambulance Services. The integration of solar PV and high-specification finishes positions the building for long-term use with reduced environmental impact.
